Syed Mushtaq Hussain Shah
Life history
Syed Mushtaq Hussain Shah (Late), Tehsildar (R) and Pensioner of Department of Revenue-Government of Punjab, was son of Fazal Haq Shah (Late) and father of Syed Ahmed Ali Shah Advocate Jhelum.[1] He had been a public figure and did a lot for the welfare of the locality.
Birth
He was born on April 1, 1933 in District Jhelum.
Education
- He passed his Vernacular Final and Middle School Examination of the Punjab Education Department in Session 1946 as an ANGLO-VERNACULAR candidate in the 2nd Division qualifying in the subjects i.e. (i) Urdu as a vernacular language, (ii) Mathematics, (iii) English, (iv) History and Geography, and (v) Persian.
- He also passed his Matriculation Examination of the University of the Punjab in the 1st Division held in 1950 with an additional subject in Session 1950.
- He, as a nominee of Deputy Commissioner Jhelum, attended and qualified the Local Instructors (General) Course held at the Civil Defence Training School Lahore during the Indo-Pak war in the year 1971 under Civil Defence Department of the Government of Punjab and was authorized to impart instruction in 1) Basic Civil Defence Knowledge, 2) Basic Civil Defence General, and 3) Basic Fire Fighting.
Government Service
He served in the Department for 42 years 7 months and 13 days (August 18, 1950 to March 31, 1993) and had gained vast knowledge and experience in Family, Civil, Criminal, General and Revenue Laws and Procedure. His Government Service career is as under:
- joined the service on 18-08-1950 as ‘Assistant Rehabilitation Inspector Jhelum;
- posted as Revenue Muharrar (pay as Junior Clerk) 30.10.1956 to 27.10.1959;
- posted as Reader to Tehsildar Jhelum (pay as Junior Clerk) 1.5.1963 to 18.7.1964;
- posted as Ahlmad to Revenue Assistant Jhelum (pay as Junior Clerk) 1.3.1965 to 13.4.1967;
- posted as Reader to Revenue Assistant Jhelum (pay as Junior Clerk) 10.2.1968 to 31.12.1969;
- posted as Reader to Assistant Commissioner Jhelum (pay as Junior Clerk) 1.1.1970 to 14.11.1970;
- posted as Reader to Assistant Commissioner Jhelum (pay as Junior Clerk) 30.5.1972 to 25.5.1975;
- posted as Head Clerk Assistant Commissioner Office Jhelum (pay as Junior Clerk) 26.5.1975 to 17.5.1977;

- Judicial training under A.C. Jhelum from 11.7.1980 to 10.8.1980;
- Training in Consolidation Operation Jhelum/ at DC Office Jhelum as N.T. (Under training) from 1.10.1979 to 31.3.1980 in Revenue, Judicial, Treasury, and Registration Work;
- posted as Naib Tehsildar Phalia 16-11-1981 to 13-03-1982;
- posted as N.T. RWP. 20-03-1982 to 14-04-1984;
- posted as N.T. (Ushar) Talagung 22-04-1984 to 29-09-1985;

- He was retired as Tehsildar from Board of Revenue, Punjab, Lahore, with effect from 31-03-1993.
- He was declared to be exempted from Thikri Paira under Village and Small Town Patrol Act by the Deputy Commissioner Jhelum in 1954.
- He had been chosen as first General Secretary of newly formed District Courts and Office Employees Union Jhelum in the year 1972.
Misfortunes
He was hospitalized for 8 days in District Headqaurters Hospital, Jhelum in 1981 due to fracture in right hand and right leg.
Criminal Cases
- In 1968, an FIR was registered against him with Police Station Anticorruption Establishment Jhelum. According to the complainant, he being Ahlmad in the Court of Revenue Officer in connivance of other staff of the Court, manipulated the decision of the Court to deprive the complainant of his major legal share of the inherited property by escorting illegal gratification of Rs. 800/- jointly from the opponents,. The case was proved against him and another during the investigation but it was recommended for departmental action against him. Nevertheless, the District Anti Corruption Committee dropped the case after 8 years in 1976.
- In 1970, an FIR was registered against him with Police Station Anticorruption Establishment Jhelum on corruption charges and he was caught red handed and arrested, again prosecution proved its case but luckily again recommended for departmental proceedings and afterwards, the case was revoked by the complainant as a result of compromise.
- In 1974, some of his co-villagers including every walk of life and all families in the village moved an application against him before Commissioner Rawalpindi alleging that he is mischievous person and cause of dispute among village people, praying to dismiss him from Government service or be transferred to some other city. Inquiry was conducted by then Assistant Commissioner Jhelum and nothing was proved in connection with his official business and rather declared to be capable and efficient official by the Inquiry Officer.
- In 1988, an application was moved before D.C. Attock by M Yaqub Khan Patwari against him that petitioner went in his office (Sub-Registrar Attock) for some official work and he abused him and ran after him to blow. Later on, application was revoked as a result of compromise.
- In 1993, an FIR was registered against him with Police Station Anticorruption Establishment Chakwal on corruption charges; again the case was revoked by the complainant as a result of compromise.
After retirement from Revenue Department
- He was appointed as Chairman Area Zakat Committee Union Council Kotla Faqir Tehsil Jhelum in the year 1995.
- He was also chosen as Member under Category of ‘Other Notables’ of District Crime Control Committee Jhelum and Consumer Member of District Price Control Committee Jhelum in 1996 to represent the public interest.
Social Activities
Death and Burial
He died of illness on August 28, 2005 at about 3:30 p.m. at the age of 72 years 1 month 27 days and his funeral prayer, lead by his cousin Hafiz Riaz ul Hassan Shah resident of Village Haddala Tehsil Dina, was offered at about 2:00 p.m. in the next day at the local funeral site located within the local graveyard where he was buried on the same date late in the evening at about 7:00 p.m. To see satellite image of his grave, click at: Grave of Syed Mushtaq Husssain Shah on wikimapia
Progeny
He was married twice and got 4 daughters and 7 sons out of these wedlocks; 10 of them are alive and major whereas a daughter expired in her childhood.

- He got issued an Arms Licence of 12 bore S.B.B.L. Gun in the year 1970 and was owner of a Pakmade Sikandar 12 bore Gun;
- He was issued Computerised National Identity Card by NADRA on 01-01-2004 bearing Number 37301-2481423-3 along with Old Identity Card No. 220-33-284454.

There are million of Tehseel dars but his sympathies & devotions to people make him really a devoted person as well as we cannot compare with other simila...r positions. I have really a great respect for him because he was a brave person & had a dominated personality which is the symbol of our family. I appreciate to Mr. Ahmed to cover his father personality. We must keep alive our family history. Our rest of family personalities had only served for their own but not for our whole family.
